Nuclear Power Generation

The development of nuclear power engineering is an opportunity for Poland to meet the rising demand for electricity supplied at reasonable prices. It seems also to be a necessity taking into consideration EU climate protection requirements - nuclear power generation does not generate any emissions of CO2, dust, sulfur oxides, etc.
For this reason, the "Poland's Power Generation Policy until 2030" mentions the development of nuclear power engineering as one of the most important areas of activity.

At the beginning of 2009, thanks to our experience in the execution of large investment projects and our stable economic standing, Polish government  entrusted PGE with a mission to develop nuclear power generation in Poland. Our engagement comprises participation in the preparation of the program and performing the leading role in its implementation. The investment plans of PGE Polska Grupa Energetyczna S.A. include the construction of two nuclear power plants, with a capacity of about 3,000 MW each.

Establishment of PGE Energia Jądrowa S.A. in December 2009 was one of the steps undertaken by PGE to execute the initial schedule’s assumptions. PGE Energia Jądrowa S.A. is a pillar of the Nuclear Power Generation business line within PGE Capital Group. This company is responsible for implementation of comprehensive tasks related to the construction of nuclear power plants. These duties include, among other things, analysis of best practices in preparation and execution of the construction of nuclear power plants in selected European countries. This will enable PGE Capital Group to implement the best practices and avoid mistakes that occurred elsewhere.

The next step was establishment of a special purpose vehicle EJ 1 Sp. z o.o. in September 2010, which is directly responsible for preparation of investment process, conduction of site analyses and obtaining all the permits that are indispensable for construction of the power plants. The Company is also responsible for selection of the partner, with whom it will create a consortium to build the first power plant in Poland.

One of the most important events related to the implementation of the ‘nuclear project’ was the signing of three memoranda concerning nuclear power industry cooperation. As for today PGE signed memoranda with a French company Electricite de France S.A.(EDF) and US-Japanese corporations GE Hitachi Nuclear Energy Americas and Westinghouse Electric Company LLC.

The aim of such a cooperation is the feasibility study of reactors’ development technology and construction of the first nuclear unit in Poland until 2020. 3 working groups established conduct relevant analyses in areas such as: siting criteria, transmission grid, legal aspects, social communication, project schedule, the dates of granting permits and financial and market analyses.

To enable the commission of  the first nuclear power plant in 2020, it will be necessary to select the site and technology, obtain the necessary permits and start the construction not later than by 2016. Therefore one of the priorities on which PGE is currently working involves site selection to build the first power plant. Local authorities submitted 28 proposals. The team of experts, established by the Ministry of Economy especially for that purpose, evaluated these proposals and compiled a list of potential nuclear power plant sites. The final selection of the site to build the first nuclear power plant will be made by the investor, i.e. by PGE Polska Grupa Energetyczna S.A.

Currently all over the world there are 441 active nuclear reactors with a total capacity of 374,682 MW (as at 7 December 2010, data from the International Atomic Energy Agency).
